I am ready to join Internet MLM marketing lead program, and create my own list, but is this a Scam?, how much is going to cost me?, what kind of leads am I going to get ?, I heard that from 1000 sign ups only 2 are good prospects, is that true?
Any experience?

You can make this work. The problem is that a MLM runs out of prospects as you go 9-people deep into the prospecting. Each of the 9 hires 9 so the number gets exponential. You run out of possible recruits..

I am looking for a program that I can use for my business. It is not a MLM but has very similar characteristics. I need to to carry over things from month to month, be able to assigned referrals, have the ability to sort contracts by amount and add them together to adjust totals.
This is a part of what I need it to do. I am open to programmers contacting me as well.
I am a SMALL company and do not need a payroll company.
Call ADP and discuss it with them (not customer service but an actual sales person IN PERSON) before you do anything else. They rule the payroll world and likely have a solution for you. Why write one from scratch?! Anyway, you’ve got other issues here than only payroll. You need reliable withholding, employee advice, HR protection, etc. Having a company like ADP in your court is worth the nominal fee they charge for running your checks every cycle. They turned out to be golden for us on several occasions.

Effectively, what I want to do is set-up a web site offering villas / apartments etc. being sold by property developers. I want to put people who view the web site in touch with the developers so that a sale can take place, and take a small cut (Say £25 per lead and / or 1% of property value for a completed sale). Is there any system in existence that would help me do this, or would I have to approach developers directly?
Just as a quick response to Judy below, there is quite a bit of value I can add. I have years of experience looking after the online marketing accounts of various blue chip companies, very successfully too.
In short, I believe I am well capable of driving massive volumes of traffic to my site via organic and paid search, and therefore provide leads in volumes far in excess of what developers could expect through their own web site.
You need to consider what value you're adding to the process. Most realtors and developers already have their own websites and do their own advertising, so might not be real willing to pay you a fee.

I wish to write to the proper authorities regarding some serious issues with this company. Besides my US Senator, who regulates MLM businesses such as this?
National Agent's Alliance is a Managing General Agency in the Life and Health Insurance industry. As such, all their activities are regulated by the state Insurance Commissioners in each and every State where they do business.
Your best bet is to do an Internet search of your state's offices to find the email or physical address of your Commissioner and start there. In addition, if you know of specific wrongdoing by NAA, you can do the same search in their home state.
Most states Commissioners of Insurance are very aggressive in investigating complaints. Make sure you have all the facts (Dates, specific complaints, who was hurt or damaged by the conduct of the NAA, what the economic loss was, and how you are involved.)
Do not make frivolous unsubstantiated charges or comments of a general nature. Make it specific and to the point. If the conduct was damaging to others, make sure you have a "Standing" to make a claim.
You might wish to consult an attorney who specializes in insurance issues, but that usually isn't necessary.
